What you see

A crash or anti-cheat refusal naming inpoutx64.sys, very often starting immediately after a Windows update on a machine that was fine the day before.

Fixes, in the order worth trying

Work top to bottom and stop when the game launches. Each step is labelled with how much evidence sits behind it, so you can skip the guesses if the first ones work.

  1. 01 Disable the driver from an administrator PowerShell

    Confirmed

    Run sc.exe config inpoutx64 start= disabled, then sc.exe stop inpoutx64, then reboot. Note the space after start=; the command fails without it.

  2. 02 Confirm it is actually stopped

    Confirmed

    Run sc.exe query inpoutx64. You want STOPPED. If it is running again, something reinstated it on boot.

  3. 03 Uninstall the software that keeps reinstalling it

    Reported

    Armoury Crate is the most common offender, with Razer Synapse and various motherboard control suites behind it. If the driver returns after every reboot, this is why.

This one has a distinctive signature: the machine was fine, Windows updated, and now the game will not start. Nothing about your install changed — the update changed how the driver is treated, and the anti-cheat now refuses to run alongside it.

inpoutx64.sys gives userspace software direct hardware port access, which is exactly the capability an anti-cheat is built to refuse. Peripheral suites use it for fan curves and lighting. Disabling it costs you those features and nothing else.
