The message reads like a settings problem — a path that got typed wrong somewhere — but nobody sets that path themselves; Steam does. What actually broke is what the launcher finds when it goes looking for WardogsClient-Win64-Shipping.exe, and the reporting that exists on this error agrees the usual reason is that the file isn't fully there.

How this differs from the anti-cheat launch errors
