Are macros, VoiceAttack or key remapping software allowed in WARDOGS?
Macros are not. Bulkhead's enforcement policy bans "using macros, scripts or hardware devices to automate inputs or gain an advantage that normal play doesn't allow", and the EULA counts "tools that simulate or replace human input" as cheating. Bulkhead has not said anything about voice-command tools like VoiceAttack or accessibility software, and there is no accessibility exception in either document. If you rely on one, ask Bulkhead support before you use it.
Macros are not allowed. Tools like VoiceAttack are not mentioned at all, so there is no official answer for them. Bulkhead's Security & Enforcement page lists "Using macros, scripts or hardware devices to automate inputs or gain an advantage that normal play doesn't allow" among the things that can get an account suspended or banned. The WARDOGS EULA goes further: its definition of cheating includes "the use of macros, automation scripts, botting, or other tools that simulate or replace human input".

The enforcement page also says the anti-cheat works partly by "monitoring applications running on your machine during gameplay" and "analysing input and gameplay patterns for anomalies", and that the account holder is responsible for any infraction, whoever was playing.
What about VoiceAttack and accessibility tools?
This is the gap. VoiceAttack turns a spoken phrase into keypresses, which is useful if a condition like arthritis makes some inputs painful. Read literally, a tool that sends keypresses on your behalf is a tool that "replaces human input". Read by its purpose, the enforcement page aims at automation that gives "an advantage that normal play doesn't allow", and saying "open map" instead of pressing M does not obviously do that.
Bulkhead has not said which reading applies. Neither document has an accessibility exception, and no Bulkhead or Team17 post we can find mentions voice-command, remapping or accessibility software by name. What to do if you need one
Ask before you use it. Write to Bulkhead through the support contacts on wardogs.com, name the software, say what you use it for and which actions it triggers, and keep the reply. Until you have an answer, keep it to menus and chat rather than anything in combat, and never use anything that fires sequences of inputs or repeats them on a timer. That is the part every rule above clearly covers.
Remapping keys inside the game's own controls menu is fine. It is the game's feature. It has its own bugs, which key bindings not saving covers.
