The metagame plan: Black Market, Vault and Player Skills
Bulkhead outlines what happens outside a match — a progression frontend to be built across Early Access, not shipped with it.
Bulkhead set out its Early Access plan and, with it, the first description of the WARDOGS metagame — the systems that run when you are not in a match.

The framing matters more than the list. Bulkhead describes this as a “frontend experience that will enable you to continue earning, progressing and adding value to your account even when not in a match”, and is explicit that the foundation is designed but the systems will be built throughout Early Access. None of this is a launch-day feature.
That is a meaningfully different promise from the core loop, which Bulkhead says is finished:
The Early Access version of WARDOGS is fully playable and represents the game’s core vision.
Listed as present at Early Access launch: 100-player three-team combat, persistent cash and XP rewards, grounded gunplay and vehicles, and destruction and build mechanics.
So the honest split is that the shooter is what you buy at Early Access, and the account-progression layer around it is a roadmap item. Treat Black Market and Vault details as design intent rather than shipped mechanics until somebody has actually used them.
