"Cannot connect" inside that hour is the hotfix going in, not an outage. One hour is Bulkhead's estimate rather than a closing time. The status tracker carries the window at the top of the page, and if you still cannot get in well after 09:00 UTC, it is where to find out whether it is you or everyone.
What it fixes
The announcement says nothing beyond "minor security and stability issues", and names no bug, error code or crash. Patch notes have not been published. Until they are, any claim that a particular fault is fixed is a guess, and this page will not make it.
Two faults on our tracker are open since 0.1.2 and still unacknowledged by Bulkhead: PCs rebooting or blue-screening on a key press, and cash balances reverting after a crash or disconnect. Whether the hotfix touches either is not known. Both pages will be updated if the notes name them.
No price, XP figure or unlock on this site changes because of an announcement with no notes. If the notes add anything, it goes on the patch notes page.
